Sasuke was pardoned because of goods words from Kakashi Sensei and Naruto, as well as ending the Infinite Tsukuyomi. Kakashi put in a good word as the Sixth Hokage. Naruto, being the key figure in ending the Fourth Ninja War, also had influence on pardoning Sasuke’s crimes against the village.
He decided to use the pardoning opportunity in order to travel the world. Sasuke began atoning for his sins and experiencing life from his current state.
Plot Behind Why Sasuke Was Pardoned
In chapter #699, Sasuke and Naruto are able to successfully end the Infinite Tsukuyomi. This event ends the war, allowing time for the village to settle and reevaluate “bad” ninja who helped the good side prevail.
After a short bit of time, Sasuke, Hokage Kakashi, and Sakura are standing outside of the village gates. Sasuke is prepared to leave following a brief lecture on his current status from Kakashi.
Kakashi tells Sasuke that normally someone like him would be imprisoned. All of his past actions being pardoned and his wish to travel the world being granted only speaks to the enormity of Sasuke’s help in ending the Infinite Tsukuyomi.
But also, my becoming Sixth Hokage and the wishes of Naruto, the key figure in ending the war, helped. Don’t forget that. Try not to cause too much trouble from here on out. It’ll fall on my shoulders.
Kakashi to Sasuke | Chapter #699
Sasuke apologizes to Kakashi before being questioned by Sakura. She asked why he insists on leaving the village, stating that the artificial hand that Lady Tsunade is crafting from Lord Hashirama’s cells will be ready soon.

He disregards waiting for a new arm, saying that he wants to know how the shinobi world looks from the perspective of his current self. Rejecting the arm will allow Sasuke to see the things he’s overlooked. He can only perceive in his current state.
So that’s the answer. Sasuke was pardoned because the Sixth Hokage, Kakashi, and war-hero Naruto put in a good word for him.
