Todoroki is shipped with Momo because they were paired together for the End of Term Test. He also admits that he voted for her to be Class President, saying she’d be “perfect” for the job.

The pair take the End of Term Test
In chapter #63, Todoroki and Momo are paired together for the End of Term Test. Surprisingly, the pairs of students must go up against their instructors in order to achieve a passing grade.
Momo uses her quirk to create Russian matryoshka dolls as part of a plan to defeat Sensei Aizawa.
Todoroki offers Momo to call out for help if her quirk acts up. Momo admits that she is “not surprised” that Todokori can hammer out a strategy against Aizawa Sensei so quickly. He always figures out the best approach with great judgment.
He brushes the compliment off, saying the decision is nothing special. Momo disagrees, pointing out that they both entered U.A. under special recommendation status. Yet, when it comes to practical hero skills, Momo still hasn’t shown anything worth mentioning.
It was Todoroki’s leadership, Momo says, that got her through the cavalry battle. Despite that, Todoroki did lose to Bakugo in the final match. At that moment, Aizawa appears upon a street lamp and ties Todoroki up in his scarf. The Sensei spreads pointy caltrops beneath Todoroki so he can’t use his quirk to escape, or else he’ll fall and hurt himself.
The moment when Todoroki and Momo are shipped together
Aizawa points out that Todoroki did incorporate Momo into his plan, but thinking of her isn’t the same as actually listening to what she had to say.
Momo, who runs away when Todoroki is captured, weighs all of her options. Sensei shouts out that her loss of self-confidence since the Sports Festival is evident. While suspended in the air, Todoroki realizes that the Sensei was right and he should listen to Momo’s ideas.
Once the two are reunited, Todoroki asks Momo if she did have a plan. He apologizes for assuming that Momo would just blindly go along with his plan.
With no confidence, Momo says that if Todoroki’s strategy didn’t work, then what hope does hers have?
At this moment, Todoroki admits that he was one of the two class votes that Momo received for Class President. “I voted for you,” Todoroki shouts, “Because I thought you were perfect for it!”
Momo is then able to free Todoroki from Sensei’s bindings with the confidence to put her own plan into motion.
