Why Did Hawks Join The League of Villains?

It’s a shocking surprise, albeit with a good reason. Why did Hawks join the League of Villains?

Hawks is asked to join the League of Villains as an undercover agent, per request by the Hero Public Safety Commission. The President of the commission says that bio-engineered Nomu pose too large of a threat without insider information about them.

Without information, the heroes are doomed to make the same mistakes over and over. Due to his sharp eyes and ears, Hawks is asked to become a double agent to learn more about All For One and the Nomu.

Hawks joins with Dabi for a secret meeting

In chapter #191, Endeavor and Hawks defeat an extremely powerful Nomu creature. Nobody seems to know where the Nomu come from, but it’s safe to say the League of Villains are involved. Todoroki is learning to care about Endeavor during this battle.

Following the battle, Dabi, a member of the League of Villains, meets Hawks in an abandoned building.

Hawks, seemingly working with Dabi, says the Nomu attack is supposed to take place on a different date. It is supposed to occur at a factory by water, not in the middle of a downtown area. 

The Nomu is stronger than what Hawks originally agreed to. Dabi offers a retort that Endeavor is a cut above the hero that Hawks was asked to bring. Hawks says he thought Dabi would be thrilled that Endeavor showed up, and besides, Dabi broke the agreement first.

Hawks says he has to keep up appearances and can’t lose the public’s trust. There can’t be any casualties when he’s involved, even if he claims to sympathize with the villains. 

“The more faith they have in me, the juicier the intel I can get,” Hawks says. “Try taking the long view, here.”

Hawks decides to join the League of Villains

We then cut to the President of the Hero Public Safety Commission asking Hawks to join the League of Villains. Understandably confused, Hawks asks about a search team that’s already underway with Gran Torino.

The President compliments Hawks on his sharp eyes and ears. The heroes jumped the gun in the Kamino fight, scrambling to rescue the kidnapped boy, the President explains. This lack of intel caused the enemy to be vastly underestimated. 

Intel is the key, the President says, to eradicate the League of Villains. The bio-engineered Nomu poses a huge security risk of which very little is known. Until the ins and outs of the league are exposed, the heroes are doomed to repeat the same mistakes over and over.

Hawks is expected to turn a blind eye to those he hurts while infiltrating the League.
