The students are completely shocked, questioning the proctor as to why anyone would choose to reject the question under those circumstances.

Those who answer the question and you get it wrong will never be permitted to apply for the chunin exams again, the proctor explained. Students can take a failing grade now, and try again later. Anyone who has doubts would be smart to reject the tenth question and reapply next year, the proctor advised.

Naruto’s Decision

Naruto decides to not accept failure, both to prove something to himself and not let Sasuke and Sakura down. Sakura and Sasuke wonder what he may do, but ultimately prepare to accept whatever Naruto’s decision may have been based on his inability to answer test questions. The proctor gives a final warning to anyone who wishes to drop out. A few hands go up, but Team 7 remains. He then informs the hopefuls that whoever decided to stay has passed the tenth question.

The purpose of the tenth question was to illustrate how no matter how dangerous the risk, there will be missions that a Chunin cannot decline. A ninja must display valor that inspires those around him, helping to overcome their fear, the proctor explained. That is the talent most valued of the commander of a Chunin cell.

Those who can’t gamble with their own fate, who would trade today’s certain risk for tomorrow’s uncertain future… Never taking the chance that lies before them… Are weaklings who only make weak and easy decisions. In my opinion, they don’t belong in the ranks of the Chunin at all!
