Itachi and Kisame decided to go to the Leaf Village in order to kidnap Naruto. The Akatsuki want to steal the Nine-Tailed Fox sealed within Naruto, as it’s one of the highest levels of chakra in the known shinobi world.
The Akatsuki split off into groups, traveling in search of new and powerful jutsu to control and weaponize.
Chapter Behind How Itachi and Kisame Go to the Leaf Village
In chapter #142, Jiraiya returned to the Leaf Village and met with Kakashi to discuss Naruto’s fate. Jiraiya complimented the Third Hokage’s decision to place Naruto under Kakashi’s supervision, but even someone of his remarkable abilities may not be enough to prepare Naruto for the imminent Akatsuki battle.

Jiraiya has been keeping an eye on Orochimaru ever since the day he fled Konoha. He kept to himself, but eventually joined the elusive Akatsuki.
I don’t really have a lot of details, but it seems to be a small syndicate of nine shinobi that calls itself the Akatsuki. At first they stuck to small-scale cloak and dagger stuff. Nothing dramatic. But you knew something big was coming, considering who they are. Almost all of them are listed in the bingo book as S-class criminals.

So that’s the answer. Itachi and Kisame decided to go to the Leaf Village because they wanted to kidnap Naruto. The Nine-Tailed Fox within him contains one of the highest chakra levels in the known world, and it would act as an excellent source of power for the Akatsuki. They were eventually run off by Jiraiya.
