Sasuke got the Rinnegan from Hagoromo Ōtsutsuki, also known as the Sage of Six Paths. The sage evenly distributed his power between Sasuke and Naruto. Sasuke was given the eye and Naruto obtained Six Paths Sage Mode in episode #421 of the Shippuden anime, titled “The Sage of Six Paths”
Hagoromo considered Naruto and Sasuke to be the reincarnations of his children. Sasuke’s Rinnegan was awoken as a result of Indra’s (Hagoromo’s son) chakra present within him. The same applied to Naruto with Hagoromo’s other son, Asura.
The Uchiha and the Senju are two of the oldest clans in the Leaf Village. Uzumaki are a distant branch of the Senju, so Naruto fulfilled that side of the prophetic coin.

Why Does Sasuke Have One Rinnegan?
Sasuke only has one Rinnegan because the Sage of Six Paths evenly distributed his power between the Uchiha and Naruto. Simply put, there just wasn’t enough power to go around. The power of Sasuke’s Sharingan may have also prevented the Rinnegan from fully taking over, but it’s never been fully explained.

Can Sasuke Turn Off His rinnegan?
Sasuke can not turn off his Rinnegan. He compensates by covering it with his hair. Pain, another rinnegan user, could not turn it off either. It’s different than the Sharingan in that regard. It also appears that Sasuke’s new eye can not be upgraded as easily as his Sharingan.
Why Does Sasuke’s Rinnegan Have Tomoe?
Sasuke’s Rinnegan has tomoe because of his Uchiha chakra. He only received half of Hagoromo’s power, so there’s reason to believe that Sasuke’s Uchiha chakra filled in the rest of the Rinnegan’s gaps. At the end of the day, it is just a character design choice and meant to represent his Uchiha heritage.
