Does The Legion Hate Ghouls?

Caesar’s Legion has hate for much of the Mojave Wasteland. The NCR are on the top of their list, but does the Legion hate Ghouls?

The Legion doesn’t hate Ghouls any more than Super Mutants or other “profligates.” An opinion on Ghouls is not shared by Caesar within the game, so he likely views them as irrelevant.

Although members of the Legion never share their opinion on Ghouls, we can hear the other side of the story.

The Legion’s “hate” for Ghouls

While traveling the Mojave Wasteland, the player can tune into Black Mountain Radio on their Pip-Boy. The radio station documents a Super Mutant dictatorship controlled by one named “Tabitha.”

After fighting their way up the mountain, the Courier can stumble upon a jail cell. Within it sits a Ghoul dressed in blue collar clothing. After locating a key, the player can release the Ghoul and speak with them.

Raul, a Ghoul companion, can be asked to share his opinion on the Legion. The Ghoul says that he doesn’t “really have a problem with them.” 

He explains that within the Mojave, people see the Legion as invading marauders who plan to burn and pillage the countryside. Raul has been to Arizona, he says, and before the Legion it was controlled by Raiders. These Raiders wouldn’t let people trade within towns.

Raul is saying that although the Legion is dangerous, they’re also organized. Cleaning up the chaotic Raiders and instilling themselves as controllers of the area was preferable in favor of some sense of order, albeit twisted. An opposing faction, the Brotherhood of Steel do not think highly about Ghouls and will sometimes fire on sight.

The Ghoul says Caesar’s laws aren’t nice and their actions aren’t always pretty, but neither is he.

So that’s the answer. The Legion doesn’t hate Ghouls more than Super Mutants or other monsters. They’re likely viewed as irrelevant by Caesar since the leader doesn’t mention them in the game.
