Once leaving Vault 101, you’ll level up to 2. Open your Pip-Boy and set a marker for the Potomac River. Jump in, then swim through to the bottom right of the map. The river will lead you to Rivet City, which contains the Intelligence Bobblehead in the Science Laboratory.

It’s important to not fight any creatures or people while traveling to the bobblehead. You want to reduce leveling up before the bobblehead in order to maximize your amount of skill points.

While swimming in the river, you’ll be attacked by Super Mutants who stand on the sides. You can swim underneath the water to avoid being hit, and peek up from the water to periodically regain your breath. 

It may be a wise idea to remove your clothing as well. This will increase your walking speed, as the travel from Vault 101 to Rivet City can take more than a few minutes.
